Public administrations prepare strategic plans using participatory methods in order to establish their mission and vision for the future, determine strategic objectives and measurable targets, assess their performance based on pre-defined indicators, and carry out the monitoring and evaluation of this process, within the framework of development plans, policies set by the President, programs, relevant legislation, and their adopted fundamental principles.
Public administrations are required to base the allocation of resources through their budgets on programs and projects, in accordance with their strategic plans, annual objectives and targets, as well as performance indicators, in order to ensure that public services are delivered at the desired level and quality.
The procedures and principles regarding the identification of public administrations that are required to prepare strategic plans, the determination of the schedule related to the strategic planning process, and the alignment of strategic plans with policies, development plans, and programs are determined by the President.
Public administrations prepare a performance program that includes the activities and projects they will carry out, the resources required for these, as well as their performance objectives and indicators.
Public administrations prepare their budgets in alignment with the mission, vision, strategic objectives, and targets set out in their strategic plans, based on a performance-oriented approach. The compliance of public administrations’ budgets with the performance indicators specified in their strategic plans, the activities to be carried out by the administrations within this framework, and other matters related to performance-based budgeting are determined by the President.
The performance indicators deemed appropriate by the President for the relevant public administration are included in the budgets of the respective institutions. Performance audits are conducted within the framework of these indicators.
